Employee Engagement in Central Government
Berkshire Consultancy Limited (BCL) have been working in conjunction with a large Government Department for the last year to more effectively deliver against the regional business plan. We have been doing this through the development of individual and team capability, consistency in management approach and behaviours, and through engaging staff at all levels of the business to take personal responsibility for meeting and exceeding targets. As a result efficiencies savings of £2.179 million per annum have been endorsed by the SMT, and actions and ongoing responsibilities agreed to ensure that these savings are sustained and built upon through a culture of continuous improvement. Through this programme the region has identified a brand, which builds upon the Department's values and characterises what the region stands for and what the staff are proud and happy to work for. BCL have used an innovative workplace based approach to engage, challenge, motivate and involve staff at all levels. The success of this has been recognised and will be replicated by the Organisation's internal Learning and Development as they now share responsibility with the Senior Managers for sustaining the brand. This project has been successful because it has been a collaborative project at all levels. Not only have we worked with key individuals and teams but all staff have been involved in the drive for effective performance and it has only been possible to achieve improved results with a sizeable shift in the attitudes and behaviour of the whole region.
Employee Engagement through Improving Performance Measurement
We are working with a large Government department on 6 projects to bring about a strategic behavioural, cultural and systems change to enable managers to significantly increase their capability to forecast and plan departmental workload whilst providing direction, coaching and development to their staff, thus improving employee engagement.
Our consultancy services aim to:
- Secure staff commitment and engagement to the programme
- Equip leaders and managers to work with change and deliver against rigorous targets.
- Support a change in culture to one that fosters more effective management of individual, team and organisational performance
- Increase employee engagement and motivation levels
- Provide managers with a tough but fair assessment of their current capability and work with them to implement individual and team development plans
- Assess the impact of the increase in management capability on performance.
Our approach has been to develop and coach managers in the workplace which has required our consultants to be highly flexible and to think and resolve issues in the moment. We have equipped managers with the skills to coach and develop their people to improve their levels of motivation and engagement. We have provided managers with a practical coaching process and a number of tools such as 'Difficult conversations' to enable them to identify, evidence, discuss and resolve performance issues. We have built trust with staff and have run observation and coaching sessions as part of the daily routine.
Outcomes from the programme include:
- An average increase in performance of 32% both for team and individual performance
- Managers increasing interaction with their staff by 73%
- All staff have development plans and meet for formal 1-2-1s on a monthly basis and staff report that they speak with their managers about business issues every day.
- SMT are more visible and staff feel involve and informed in the change process.
- Staff feel that performance is managed consistently and that poor performance is effectively tackled.
- Increased confidence and ability to have difficult conversations at all levels.
