Leadership Development Programme for BAME Police Officers

We have designed and are delivering a leadership development programme for Black Asian and Minority Ethnic Police Officers up to the rank of Chief Inspector within a Police Service. The overall aim is to enhance the personal and professional leadership development of these officers that will allow the Service in increase its talent pool of future senior leaders that will reflect the local communities that it serves.

We are working in close partnership with Learning & Talent Team on the design and delivery of this strategic programme which forms an important part of the organisations' core leadership development programme. Following an intensive and rigorous assessment process, which tested the degree of potential and aspiration shown by the candidates, selected candidates attend four 2-day non residential modules of 'Understanding Self', 'Embodied Leadership', 'Leading Teams' and 'Understanding Organisational Context'. While independent, there are key themes that run through all the modules aimed at enhancing participants' knowledge and understanding of their own leadership journey. The content of these modules are custom designed to meet the specific needs of participants that enable them to consider the fit between personal and organisational culture thus develop their own individual leadership styles. The specific design of the modules is supported by information obtained from the completion of self assessment materials, including MBTI profiling, 360Ëš feedback and personal reflection.

Each module is followed by a 1:1 coaching session to assist participant to consider how to embed what they have learnt into their daily practice, consider barriers and/or opportunities that subsequently arises. To demonstrate how they have addressed their development needs, all participants are required to complete a work based project, supported by their line manager and the Learning & Talent Team, which they are required to present at the end of the Programme.

This is a current project subject to ongoing evaluation and review to ensure the modules, coaching format and project remit, remain suited to meeting the needs of the participants. A full evaluation report will be produced on completion of the Programme.

Equality Impact Assessments 

 
We have worked with the Office for National Statistics (ONS) to develop and implement an effective Equality Impact Assessments procedure and process. The project provided practical support and guidance to ONS staff to ensure they understand the rationale behind the process (equality and diversity best practice forms an integral part of key decisions making that has an impact on protected characteristics and any other groups identified by the ONS) and the practical application of undertaking assessments.
 
Working in close partnership with the Equality & Diversity Advisor to ONS we have assisted in the development of the equality impact assessment (EQIA) framework by:
 
·         Developing and delivering EQIA training for senior staff (facilitating staff to practice using EQIA tools and techniques);
·         Reviewing current equality impact assessment toolkit for implementation across ONS (including designing a web based tool to guide staff through understanding and completing EQIAs);
·         Provide ongoing support via one-to-one coaching sessions for staff completing EQIAs on projects/policies/ONS functions (including restructuring);
 
Implementation of an effective assessment procedure has enabled us to utilise our expertise in this area, supporting the ONS by undertaking assessments on complex issues where interdependencies exist across other aspects or policies of ONS. Our main objectives for this project were to ensure effective skills and knowledge transference to ONS staff and to develop a culture whereby stakeholder engagement becomes a norm and outcomes of assessments are transferred into tangible achievable actions, aligned to achieving corporate objectives.
